Kishore Desai is currently serving as a Officer on Special Duty (OSD), NITI Aayog, Government of India. He has Diverse professional work experience that includes policy development, management consulting and operational execution working for Central Government & State Government agencies, multi-lateral funding institutions and private sector across Transport Infrastructure multiple sectors - Roads & Highways, Railways, Metro, Multi-modal logistics, Ports, Aviation etc.
Shri Desai Ji's areas of expertise includes:
a) Developing strategic policy papers/notes to argue and articulate structural reform measures that can potentially contribute towards National Transformation;
b) Development of Business plans, Leading customer engagements, Leading industry outreach initiatives
c) Demand assessments, Project structuring, Financial feasibility assessment, Strategy formulations, Policy Advisory, Entry Strategy, Commercial and operational advisory for large capex Infrastructure projects in Transport Infrastructure Sector
d) Bid process management, RFQ, RFP & Concession Agreement review and assessment.
Functional skills: Analysis for formulating policies / strategic Government decisions, Business Planning, Implementation, Demand Assessment, Strategy formulations, Project Structuring, Feasibility Evaluations and other Financial analysis with a focus in the Transport Infrastructure space (Aviation, Railways, Metro, Highways, Ports & Logistics).
His Key Publications are as follows:
•Policy note on “Dispensing with the Railway Budget” under the guidance of Member (NITI Aayog).
•Discussion Paper on “Changing Indian Financial Year” along with Member (NITI Aayog).
•Paper on Transit-oriented-development (TOD) as a needed option for developing self-sustainable Metro systems.
•Article on Alternative project structuring options for development of National Highways including Availability based and Shadow tolling mechanisms.
